It's just the winner decelerates less than everyone else the reason carl lewis came first was that he could almost defy the law of sprinting it was his signature quality that car would. decelerate much at a much slower rate than everyone else. 

For example this data shows that in 2008 during the 100 meter world record Usain bolt hit its top speed and held it for 30 meters in other words producing large amounts of force converting it into speed by applying those force in the right. 

Direction and decelerating less than everyone else are four things that will lead to faster times.
